Accessibility requirements address whether a person with limited strength or dexterity can operate the door independently. The rules cover the hardware itself, its mounting, and the force and timing of operation.
A rated opening is a listed assembly: door, frame, hinges, closer, latch and any glazing are tested together. The rating belongs to the assembly, not to the door leaf, and it is void the moment an unlisted component or an unapproved field modification is introduced.
Egress requirements are the third rule set and the one most often violated by well-intentioned facility staff. Doors serving occupied space must open in a single motion, without a key, tool or special knowledge. Added surface bolts, chains and keyed deadbolts on egress doors are the most common violation found on retrofit surveys.
The legitimate answer to a security concern on an egress door is electrified hardware: an electric strike or latch retraction on a panic device, tied to access control, so the opening is secure from outside and free from inside. Delayed egress and controlled egress are separate, code-specific arrangements that require the right occupancy classification and signage.
A rated door needs a closer strong enough to close and latch positively against the frame and any pressure differential. That spring force can exceed the accessible opening force. Weakening the closer resolves the accessibility complaint and breaks the fire rating.
The correct resolution is a low-energy power operator that opens the door for the user while the closer remains sized to close and latch it. Operator actuators must sit outside the door swing, and the door must remain manually operable within the applicable force limits when power is lost.
